The Institute for the Artistic Value of Pokemon Battling is the slowly growing organization in Lagenta that pushed for the city to have its own gym. The founders of IAVPB are always trying to push battling as its own form of art. They believe in teaching Pokemon to dodge gracefully and counter spectacularly and above all else they praise flashy and exciting moves over the dull but powerful. While their success is limited, they do have a decent following and will sometimes hold special League sanctioned tournaments with unique rules and goals.
To increase citywide appreciation of battling they offer starters to citizens of Lagenta, though other trainers who have not taken a League starter are welcome to take a more "elegant" Pokemon as well. Once a trainer has his license he's free to arrange an appointment to receive one of the following Pokemon. Information on each can be found on their website and pamphlets in their lobby.
Staryu
Do you prefer a Pokemon more on the mysterious side? Starmie is an excellent Water-type Pokemon for trainers aspiring to battle the IAVPB way with a number of stunning Water and Psychic type moves at its disposal as it levels. Its high speed and special attack will make it a valuable asset to any team and it couldn't be easier to care for!
