Pokemon are incredible beings capable of amazing and equally horrible feats which means that the government is strict in regulating who can own them. While Pokemon on the more harmless end of the spectrum can be owned by anyone, most require a license of some kind.
Examples of people who have no licenses whatsoever would be members of the average family or someone whose career has little to do with Pokemon. Those prohibited to the average family are known as Class B and C Pokemon. Pokemon permitted to be kept as pets by the average family are known as Class A Pokemon. Training a Class A Pokemon without a trainer's license is illegal.
Lillipup, Meowth, Buneary, etc are all considered Class A Pokemon and you may ask an admin about any you are curious about. Many Class A Pokemon are sold in pet stores or can be obtained from private breeders.
A Class B Pokemon is any Pokemon that is neither a Class A or Class C Pokemon and a trainer ID is a form of photo ID that shows that the owner is permitted to be in possession of them. An official trainer is also given Poke balls and allowed to use the league store. To get this license you must be eighteen or older and pass both a background and mental health check.
Class C Pokemon require their own special license to own and include Milotic, Gyarados, Onix, Steelix, and Wailord. Even when owned these Pokemon are banned from almost all official matches with very rare exceptions. People who have this license often don't even own the Pokemon in question. Rather, it's a license saying they're permitted to handle such a Pokemon in a work environment such as a demolition man directing a Steelix. Class C Pokemon require special Poke balls and often require a lot of care and maintenance.
Milotic is a special case in terms of its status as a Class C Pokemon. While it is listed as one because a Heavy Ball is required to hold one the ownership and use of one is not actually restricted the same way the use of an Onix or Gyarados is. Many trainers are not aware of this, however, because Feebas are incredibly rare. Any trainer who catches a Feebas may put in a special request form to get their Feebas transferred to a Heavy Ball at League Headquarters.
People with jobs that utilize Class B Pokemon, such as the police force, will often have different licenses that allow them privileges to own roughly the same kinds of Pokemon a trainer might but under different conditions. For example, the police officer would probably be using Pokemon trained for the job by someone else, not actually own the Pokemon in question and would rely on police funding for items instead of the league. If you want to make a character who might have a different kind of license ask an admin for the relevant information.
Because of the nature of their powers it is illegal for anyone without special government permission to own a Ditto. All captured Ditto are required to be turned into the government immediately in return for a reward. Trying to keep one in secret can have grievous consequences.
