Pokemon in Ceriah cannot normally communicate verbally with humans and anything a Pokemon says is only understood by other Pokemon. The language Pokemon speak in is referred to as "Poké Speak." Once a roleplayer controls a Pokemon they will be able to have that Pokemon engage in dialog with other Pokemon using Poké Speak. Many Pokemon do not engage in Poké Speak often - either because they are less intelligent or simply less social by nature - and are prone to more primitive sounds such as growls and barks.
Poké speak is understood by humans as the Pokemon saying segments of its name. For example, "bulba. Bulbasaur." Some Pokemon exhibit other sounds in place of their names while speaking in Poké Speak.
Wild Pokemon in Ceriah will usually have an incredibly basic understanding of Milanean. Communicating with them is often best done using small words to convey your meaning. Pokemon raised in captivity, by contrast, will usually have a much more expansive understanding of the Milanean language. This is by no means a universal rule, however, and trainers will have to experiment to find out just how much of what they say their Pokemon actually understands.
Certain Psychic types possess various forms of telepathy, information on which can be found on a Pokemon by Pokemon basis in the Pokedex thread.
